Thank you for sharing this! I am preparing a research project on unsubmitted SAKs as part of my Master's in criminal justice coursework, and questions about the origin and history of these kits have been swirling around in my mind for several weeks now. I had heard that Carol Daly in Sacramento played a role in its creation, but I guess that was incorrect speculation. Thanks again.
